Legislature must adopt a districting plan with a two-thirds vote. If this vote cannot be achieved, a commission convenes to propose districts to the legislature that can be adopted with only a majority vote. If the commission fails to produce a plan that wins a majority vote, the state Supreme Court draws the districts.
